what's missing?

The policy manual is extensive and detailed, but the important things are missing. There is a policy about coffee, but no whistelblower protection. Did they purposefully leave this out or is it oversight? As a result, whistleblowers have been retaliated against in many different ways: humiliation, disbelief, isolation, blame, demonization, name-calling, etc. What are the ethical guidelines that steer the nuns away from abuse and assault and toward constructive behavior? Addressing the glaring ommissions from the very beginning could have saved a lot of heartache and litigation.
